Thai Binh 2 Thermal Power Plant “racing against time”

In recent times, the implementation work with the determination to put Thai Binh 2 Thermal Power Plant into operation as soon as possible has been the top concern of our entire political system. In particular, the Standing Government has directed the basic dismantling of policy mechanisms for the project, Petrovietnam has been assigned the responsibility of putting all resources into bringing the plant into commercial electricity generation by the end of 2022.
After checking progress on the construction site, on the afternoon of May 4, 2021, Minister of Industry and Trade Nguyen Hong Dien and Chairman of the State Management Committee Nguyen Hoang Anh held a progress briefing with the investor and representative. Reporting on the project progress, Head of the Project Management Board (Project Management) Nguyen Thanh Huong said that the overall project progress reached more than 86%. Accordingly, the PVC General Contractor has updated the detailed progress in accordance with the requirements of Permanent Deputy Prime Minister Truong Hoa Binh in Conclusion Notice No. 137/TB-VPCP dated October 23, 2020. Specifically: First oil burning of unit No. 1 on November 30, 2021; Connecting unit 1 to the power grid on March 30, 2022; Commercial power generation of unit No. 1 on November 30, 2022; Connect to the power grid of unit 2 on July 17, 2022 and commercial power generation of unit 2 on December 31, 2022.

Regarding assessing the condition of equipment on the construction site, equipment inspection is always carried out in accordance with regulations. Independent inspection units (ASME, Center for Safety Technical Inspection Region 1, Electrical Testing Joint Stock Company 1,…) have performed the inspection. The boiler pressure system has been filled with N2 gas for preservation.

The inspection results of the State Acceptance Council and the manufacturer’s experts (Toshiba, BWBC), PMC Consultant and the Working Group of Vung Ang 1 Thermal Power Plant have concluded that the assessment ensures quality and meets the requirements. technical requirements. Most recently, right on the occasion of April 30, the interdisciplinary working group of the National Steering Committee for Electricity Development inspected and evaluated it as quite good.

The good news is that in recent times, the Project Management Board and PVC General Contractor have successfully negotiated and resolved problems with foreign contractors. In particular, negotiate with the main equipment supplier contractor Sojizt-Daelim (SDC) to commit to continue implementing and supporting the project and mobilizing experts for test running. Furthermore, the contractor providing the main equipment of the factory has agreed to support the project to share quarantine costs for experts working in Vietnam, and at the same time extend the payment deadline according to reality. project implementation.

On the other hand, the Project Management Board and PVC General Contractor have also completed negotiations with the trial commissioning contractor Qingdao-Sotec on mobilizing personnel and reducing the price of the commissioning contract while maintaining the scope of work. Currently, the contractor consortium has also mobilized test run experts – phase 1 to carry out test run preparation work on the Thai Binh 2 Thermal Power Plant construction site. The Project Management Board has also negotiated with the contractor for the tape supply system. Load coal to complete the design and handle remaining equipment and material problems.

Speaking at the briefing, Chairman of Petrovietnam’s Board of Directors Hoang Quoc Vuong emphasized that the project must be completed and will be determined to complete it by the end of 2022 in accordance with the Government’s direction. Accordingly, the completed project is worth more than 36 trillion VND, with more than 5 trillion VND more planned to be deployed to contractors to complete the remaining work items. The complicated developments of the Covid-19 epidemic have delayed the mobilization of international experts to Vietnam, affecting progress and increasing costs. On the other hand, the cost and time of warranty and maintenance of the plant’s equipment and technology systems also increase the level of risk when entering overall operation. Therefore, the Chairman of Petrovietnam’s Board of Directors requested to speed up the test run milestones as soon as possible, so that if problems arise, there will be time to handle them.

Chairman of Petrovietnam Board of Directors Hoang Quoc Vuong noted that officials and employees implementing the project must be more determined and effortful, placing the principle of “working to benefit the project’s progress first”, and at the same time, recommend to competent authorities on the principle of ensuring compliance with legal regulations on the basis of not being negative and beneficial to the project, with flexibility, for the goal of completing the project.

Speaking at the meeting, Chairman of the State Management Committee Nguyen Hoang Anh highly appreciated the determination of Petrovietnam officials and employees and contractors participating in the construction of Thai Binh 2 Thermal Power Plant. In particular, it is necessary to urgently coordinate with experts from the plant’s main equipment suppliers (turbines, generators, boilers…) to have a specific assessment of the maintenance and operation status and provide possible solutions. performance in practice.
